Coming home: Donetsk Republic to become Malorossia (Little Russia)

Ukraine has proven to be a failed state, unable to stop the civil war in the east of the country. The way out of the impasse would be to establish a transitional period of up to three years for  new state to form it own autonomous region.
This statement was made by the head of the People’s Republic of Donetsk, Alexander Zakharchenko.
 
“The Kiev regime is not able to stop the civil war. It is proposed that we establish the state of Malorossia – Little Russia – over the next three year transition period.”- Zakharchenko said.
A Minister of the DPR, Alexander Timofeev, said that Little Russia will be a federal state with broad autonomy.
The new country, with its capital in Donetsk, will be a successor of  the wider Ukraine. ‘Malorossia’ are historically Russian lands and were only ever considered a part of Ukraine due to its geographical location in the south of Russia, and estranged during the collapse of the USSR.

The Kremlin has not made a statement on the intention of the head of the Donetsk People’s Republic, Alexander Zakharchenko, to create a new state Malorossia.
 
“I do leave this topic without comment for now. It is subject to reflection and analysis” – said Peskov. According to him, “Russia remains committed to the Minsk agreements, while not able to comment on the rest at this stage.”
The creation of Malorossia is outside the Minsk agreement obligations.
“We believe that the government of Ukraine in its current form cannot be fixed. We, the representatives of the former regions of Ukraine, with the exception of the Crimea, declare the establishment of the new state, which is the successor of Ukraine. We agree that the new state will be called Malorossia (Little Russia) “- Zakharchenko said.

Germany and France demand that Russia condemn the creation of Malorossia

The German government expects Russia to “condemn” the idea of transformation of Donetsk Republic into Malorossia, claiming that a solution of the conflict in Ukraine is possible only through negotiations and involves the implementation of the Minsk agreements.
“We expect that Russia will immediately condemn this step that expresses neither respect nor recognition.” – is the position of the German government.
Similar language is shared in Paris: France calls on Russia to “condemn the project to create a state of Little Russia  as running counter to the Minsk Agreement.”
 
“We call on Russia to condemn this stept violating the Minsk agreement and betraying the spirit of the negotiations in the Normandy format. Russia should increase its efforts to bring an end to the conflict “, – said the spokesman for the French Foreign Ministry, Agnes Romat España at a briefing on Tuesday, July 18th.
Ed: A ceasefire is part of the Minsk negotiations, which the Ukrainian side has never fulfilled in the Donbass. Who will condemn this?

Since neither Germany nor France have ever condemned Kiev’s constant breaking of the Minsk agreements, by what right should they be making any demands of Russia to step in on behalf of Kiev against the Donbass?
